XXth Project Selection Committee Meeting under Innovative/Challenge Fund

Subject – Meeting of the Project Selection Committee (PSC) for 20th phase of projects under Innovative/Challenge Fund

The Project Selection Committee Meeting was held on 11th January 2011 at ILGUS Conference Hall, 4.00 pm onwards

Five (5) projects were presented by the Fund Manager to the Committee for decision making on the day, 2 of which were approved with budgetary changes, 2 required refinements and 1 was dropped based on the views of JTT representative, Ms. Soma Sen Gupta.

All the projects were placed for JTT funding. Each project is scheduled for 2 years as mandated by JTT.

Creation of an ambience ‘free of violence against women’ through awareness generation, capacity building and provision of direct services.

ULB: Budge Budge Municipality (with focus on 10 selected wards)

Target population:

  • ULB representatives (orientation and sensitization)
  • 12 CDS group members (Training of Trainers)

Women victims of violence (service delivery): In all the wards of the Budge Budge Municipality

Key Project Interventions

  • Base-line Survey for identification of most vulnerable & their vulnerabilities (before the initiation of the programme)
  • End-line survey to identify changes resulted by the programme initiatives (at the end of the programme)
  • 1 Launching Programme for all key persons concerned
  • 1 Launching meets for CDS group members
  • 2 participatory workshops for ULB Councillors & Ward Committee Members
  • 2 T.O.T’s (3 days duration) & 4. T.O.T’s (1 day duration for  12 CDS group members)
  •  4 Sensitization meetings for local youth clubs
  • 20 Awareness Camps for all members of target community
  • 21 Formal/Informal meets with the ULB representatives (9 in 1st year, 12 in second year), 1 per month to review progress of programme
  •  9 Networking meets with Govt. service providers
  •  6 Exposure visits
  •  Creation and maintenance of Counseling cell
  •  Creation and maintenance of Legal Aid Cells
  • Miscellaneous activities relating to court cases
  • Developing IEC  materials
  • Preparation of Case Studies /Process Documentation
  • One-shot mid-term review exercise on completion of 12 months
  • One-shot end-term   review exercise on completion of 22 months

Note:
The proposal is approved in principle but budgetary changes have to be made. The administrative cost must be within 20% of the total project budget.

Society for Peoples’ Awareness
Mainstreaming Child Labourers in Urban Areas
Approved with Budget changes

ULB: Barrackpore and Kamarhati Municipality
Proposed Project Cost: Rs. 2143200/-

Target population:

  • Child Labourers of less than 14 years old visible in ward number 1-7 of Kamarhati Municipality and ward number 13, 16, 17 and 18 of Barrackpore Municipality.
  • Approximate number of the child labourers is altogether 300 in both of the municipality.

Key Project Interventions

  • Base Line Survey.
  • Making case profile of the identified child labourers.
  • Systemic Integration with ULB in addressing the issue of child labour.
  • Community Awareness and Mobilisation for the mainstreaming of Child Labour in favour of withdrawing children from labour force and including them in education.
  • Facilitating mainstreaming of identified Child Labourer
  • Visibility action on the project and child labour issue.
  • End line Survey

Note:

  1. The proposal is approved in principle but budgetary changes have to be made. The administrative cost must be within 20% of the total project budget

Health Vision and Research (HVR)
Integration of adolescent & young people’s reproductive and sexual health into the municipal facilities in Barasat
To be placed in the next PSC after refining DPR in consultation with Health Expert, SUDA

ULB: 10 selected wards of Barasat Municipality
Project Cost: Rs. 1676500/-
Target population:
13543 adolescents (13-19 years). Total 1000 school going students of class VIII to XI and 12543 adolescents from the community.

Praramva Social Welfare Organisation
“Intervention in the field of Adolescent Sexual Health (Read Reproductive Tract Infection / Sexually Transmitted Infection / Sexually Transmitted Diseases) in the Jurisdiction of Baranagar Municipality.”

ULB: Baranagar
Proposed Project Cost: Rs. 2132200/-
Target population:
Adolescents in the age group of 13 to 19 years with special focus on girls who are socio economically disadvantaged.

Key Project Interventions

  • Advocacy - Meeting with CDS and advocacy programme with local counselor and ward committee members.
  • Capacity building programme - Youth group formation and Capacity building of Municipality health workers through workshops/seminars
  • Community mobilization - Community participatory programme with CBO and mothers training programme on the issue of Sexual health
  • Advocacy programme – Arranging meeting with CDS, T.P.O, Urban planner and, Health Officer Etc.
  • Awareness generation - Orientation programme in the middle schools and secondary schools present in the municipal area.
  • Curative services - Clinical support and distribution of free medicine, sanitary napkins and referral service. Along with it diagnostic support and counseling services would also be provided.

Association for Women with Disabilities
Ensuring access to Improved and quality municipal services by Women with disabilities
  • Baseline is approved.
  • To be placed in the next PSC after completion of baseline survey

 ULB: Pujali and Budgebudge Municipality (S) 24 pgs
Proposed Project Cost: Rs. 2580000/-
Target population: Young Adult Women with Disabilities,
Number: approximate 200 - 250 WWD (Indirect beneficiary will be 800 – 1000 PWDs)

Key Project Interventions

  • Leadership Training of WWDs
  • Community Awareness program
  • Establishing Information Resource Point and developing IEC materials
  • End line study
  • Sensitization program for ULB – TPO, Chairman, Urban Planner, Key CDs members
  • Learning-Sharing and Project handover meeting

  • Baseline is approved. Complete baseline and then the project will be framed depending on the outcome of the same.
