The 38 Municipalities are – Bally, Baidyabati, Banshberia, Bara Nagar , Barasat, Barrackpur, Baruipur, Bhadreswar, Bhatpara, Bidhannagar, Budge Budge, Chapdani, Howrah-Chinsurah, Garulia, Gayeshpur, Halishahar, Kalyani, Kamarhati, Kanchrapara, Khardah, Madhyamgram, New Barrackpur, Naihati, North Barrackpur, North DumDum, Panihati, Pujali, Rajarhat-Gopalpur, Rishra, Rajpur- Sonarpur , South Dumdum, Sreerampur, Titagarh, Uluberia, and Uttarpara-Kotrang. The Municipal Corporations are Howrah and Chandannagar.

Who are the beneficiaries of this Fund?
Beneficiaries under this Fund will be urban poor and other marginalized groups. Efforts are made to include women, migrant population, aged, socially excluded groups, socially disadvantageous groups, pavement dwellers, challenged population, children etc.

What are the areas of operation of I/CF?
The Innovative/Challenge Fund seeks to implement projects only within KUSP’s area of operation. The KUSP operational area covers 40 Urban Local Bodies (ULBs) consisting of 38 Municipalities and 2 Municipal Corporations, leaving out Kolkata Municipal Corporation (KMC) and all rural areas within KMA. Who can apply for this Fund?
Applicants to the I/CF can be wide range of non-government organisations that need financial support to implement an innovative idea / approach. These organisations will include – Community Development Societies (CDS), Civil Society Groups including academic institutions, private sector etc.

Can an individual apply for this Fund?
Individuals will not be eligible to apply, as the Fund will seek to support initiatives that have some form of institutional backing.

Can an Urban Local Body (ULB) apply for this Fund?
ULBs and Ward Committees are not eligible to apply for this Fund, as it may crowd out participation by non-government agencies.

What is the objective of Innovative/ Challenge Fund I/CF?
The objectives of Innovative/Challenge Fund can be framed as: * To support civil society groups (CBOs, NGOs, research and academic institutions, private sector etc.) in taking up initiatives within the broad area of urban governance * To encourage and support innovative and good practices within the thematic areas defined, evaluating every proposal on the merit of its own strength * To create a competitive environment for accessing the fund

What are the prerequisites to avail the opportunity of this Fund?
The applicants have to be separate legal entities registered under an Act e.g. Societies Registration Act, Indian Trust Act, Companies Act, Co-operatives Act, etc. The applicant must have its accounts audited preferably by a Chartered Accountant Firm.

What is Innovative/ Challenge Fund (I/CF)?
The Innovative/Challenge Fund (I/CF) is one of the many components of the Kolkata Urban Services for the Poor (KUSP) Programme being implemented by the Municipal Affairs Department, Government of West Bengal across 40 Urban Local Bodies (ULB) within the Kolkata Metropolitan Area (KMA). (Please see the map for KUSP Program domain). The programme (and also the I/CF) is being funded by the Department of International Development (DFID), Government of United Kingdom.

Can there be multiple projects in a single ULB at a given point of time?
There can always be multiple projects in a single ULB provided the issues, wards, beneficiaries etc. are different.

What should be the nature of project proposals suitable for funding?
The proposals should be innovative in nature, either be a totally new concept, or may have a new approach towards an existing solution. Innovation will also include initiative that is groundbreaking, pioneering, novel, modern, revolutionary, landmark, creative, imaginative, unique, unusual and incorporate fresh ideas. The proposed initiative should engage communities and / or have a direct impact on them. The initiative should be collective and / or have institutional backing and not be centered on individual efforts.

What does innovative project include?
An innovative project could be an experiment, which if successful can be replicated on larger scale and / or be transferred to the Government. The Fund will support both product and process innovation.

What kind of proposals are outside the purview of I/CF?
The Fund will not fund investments in service delivery or physical infrastructure such as creation of roads, water supply systems, drainage, houses, construction of community toilets, etc. that have little or no element of innovation in them.

Why infrastructure activities, intended for the poor people, are not funded by I/CF?
Firstly, identifying and addressing the infrastructure bottlenecks at slum level as well as municipal and trans-municipal levels is the responsibility of the Government and funds are available at all levels to finance such service delivery. Moreover, this is also a major work area for KUSP Programme and dedicated funds are available for this activity. Secondly, availability of funds for other innovative activities should not be crowded out by large infrastructure investments.

What is the duration of I/CF funding?
All projects under this Fund must have tenure of minimum 6 months and a maximum period of 18 months.

Can one submit the Concept note in Bengali language?
One can submit the Concept Note in Bengali language. But proposals need to be submitted in English language only.

How does the Fund work?
The Innovative Challenge/Fund is proposed to have two windows of funding – the capacity building window (smaller) will support preparation of projects and capacity building of agencies to be engaged in implementation of the project. The other window of funding (larger) will support the actual implementation of the projects. All inflows into the fund will be in the nature of non-lapsable grants and the fund shall also finance all its projects in the form of grants.

What is the selection procedure of the project proposals?
There is a two-stage process for selecting projects. The first stage is preparation of the Concept Note while the second stage should consist of preparation of a detailed proposal based on the approved concept.

What are the phases of appraisal?
Appraisal of the Concept Notes is done internally by the Fund Manager, based on defined appraisal parameters. The Fund Manager eventually shortlist them for the next stage. Once a concept is short listed/approved, a detailed project proposal is invited by the team of I/CF. Proposals are accepted in a defined format provided by the team. Appraisal of the proposal is done by the Fund Manager and by the external Appraisers. The appraised proposals are placed before the Project Selection Committee which in turn takes the final decision regarding the acceptance/dismissal of the project for funding.

What is process of receiving a grant on approval of a project?
The grants are disbursed in installments on a quarterly basis.

Anti dowry day celebration
25th November to 10th December is declared as a fortnight of women day. In this occasion on 26th November at Madhyamgram Rabindra Mancha Sutanutir Sakhya, Barasat welfare association and Ganatantrik Adhikar Raksha Samannay Samiti inaugurate and celebrated this day.
